Two server restarts rectified the issue. Please remove issue if possible.
Just had this bug affect my 1.13 server. All the signs are invisible. I set one down in the screenshot. The bounding box is visible, but neither the sign nor text are. This occured suddenly when starting up the game. Everything seemed fine when logging out prior to the issue.
As of 1.13.1 this bug exists when attempting to dispense bonemeal upwards beneath a seagrass-suitable block underwater. Bonemeal dispensed beneath grass, however, seems to function properly.
