Brewing Stand now requires Blaze Powder to activate

"Each blaze powder used as fuel provides 20 fuel points. It costs 1 fuel point to start brewing one ingredient; this fuel point is not recovered if the brewing is halted due to removing the ingredient or the potions being brewed into." Whether it is a bug or not that it is used before the brewing action finishes, destroying the charge doesn't seem consistent. As FVbico has said, furnaces use a similar mechanic, yet function differently as explained in the report. I would assume it was created like a furnace (adds fuel and constantly decreases it regardless of contents) and changed later when it was realized that encouraging 20 action batches (<=60, >=12 potions) would be a bit strange.
