I tested this out on a couple more villagers, the 2nd one didn't have the map, but after that one each villager I tested did have one. When I tested out the map I found out that there was a chamber really close by, which would have been loaded in when I was testing. So it appears that sometimes villagers don't give you the map. I'm curious if this is intentional.
