I am having the same issue as well. I am playing in snapshot 19w08b. When my saved game loads or when chunks are reloaded all the item frames drop as well as the item in them. I can collect everything, but it will not let me place the frame down where it was (but will let me place it above it). If I log out and back in, same happens again...allowing me to again loot everything, but still not replace the item frame/item.
