I have the exact same issue; it won't let me install Minecraft for Windows after pressing the 'Install' button, displaying a grayed-out 'Waiting on Install' button where the 'Play' button normally is.
Here are things I've personally tried, including, but not limited to:
-Updating, troubleshooting, and resetting the Microsoft Store and Xbox app
-Typing 'wsreset' into Windows Powershell
-Cancelling any updates/installations of other apps aside from Minecraft for Windows
-Updating Windows
-Updating any and all third-party drivers
-Resetting, troubleshooting, and restarting my PC
-Allowing the Minecraft Launcher, Xbox app, and Microsoft Windows through the firewall
-Removing the Microsoft Store and Xbox apps entirely through Windows Powershell, reinstalling them, and restarting
-Double checking the device count in Microsoft account settings (under 10 devices)
