This is not an issue, it is spawnprotection, which disallows building and destroying blocks in a certain range. Just walk away from where you spawned, and it'll be alright.
Confirmed for all versions past 1.9, but this is not an issue, Moderators, please put the "Works as intended" tag.

I am pretty sure this issue has been in Minecraft for long time. I'm trying to look what this report is dublicate of.

Works as intended, it's not a bug.

Tried to reproduce this on the version that is stated. Did not work, so I guess this can be closed.

Add description, and 'steps to reproduce' section.
