sorry for adding to an old bug report but i have noticed that stairs rotate in a specific order creating an illusion of a swastika, in the image attached you can see in the bottom right stairs that only half are bent and the exact opposite side are not in a perfect pattern creating a swirling pattern that can be recognised as a swastika.
To replicate simply create blocks in a plus with stairs outwards (as seen in the left) and then place stairs facing inwards in a cross shape (as seen in the top right)
I am on version 1.12.2 of minecraft and although i do play with mods, this instance (and the launcher i use infact) is 100% pure vanilla.
