Well at first I tried as you did, summoning them in creative first, then switching to survival.
But to test further, as I show in the Gif, I went in the End in Survival mode, with naturally spawned endermen, and I got the same result! Weird, isn't it?

I was in survival mode, as stated in the bug report 🙂

Weird! I did try to spawn a few and I looked at them for at least 5 seconds without getting any reaction.
