I have the same problem but with hostile mobs. We built a mob grinder above water to limit mobs spawning below and ruining the grinder, only to realize that the mobs arent spawning at all even if we are 24 blocks away. They only seem to spawn if we are close by. We've tried being close by the grinder but that didnt work either.
