After doing some more testing, it does not work to print screen while holding the broken tools, (it works when you hold cobblestone for example) and when you click the print screen button it makes the tool appear and disappear.

Survival- Tools break after you use them once, they will not let you mine any block, so playing does not work. It looks like the tools does not show up when holding them either, also seems to be doing this with maps/treasure maps as well.

You can break one block if you create a new tool, and then it goes inactive and useless.

Restarting the world , re creating or starting the game over it does not fix this issue.
