Steps to Reproduce: 1. Acquire frostwalker enchanted boots 2. Equipped frostwalker enchanted boots 3. Walk over a deep ocean biome (such as once containing an ocean monument) Observed Results: Although walking over a deep ocean biome and do not have the "Let it go!" achievement unlocked the achievement will not unlock.
