Some villagers are called nitwits and arent meant to get trades, check that this isnt the issue
I had the same issue on my friends realm after a crash. We had to go to a backup from 30 mins ago and that fixed it.
Limited usage means it can only be used on certain things and is intended. It just means your skin isn’t compatible and simply not allowed for one reason or another. I dont believe this is a bug, some skins just cant be used
