This is not a duplicate, because this happens in survival mode, where the linked bug only happened in creative.

No, I started two new survival worlds yesterday and never went into creative mode. Every tool I crafted in those worlds would not work until the second use. The tool would appear correctly in my inventory, play the block breaking animation, and instead of the block breaking, it would reset and the tool would not lose durability. The second attempt to break the block would behave as expected.
