Hello! Not an official support member or anything, but they split the Caves and Cliffs update into two parts. As of 1.17.0 there are no new mountains or cave structures, including the ability to build above y=256 and below y=0. These are being added in part 2, which is expected to be released during the holidays. More information about the split can be found here!
