Can confirm it still happens in 1.18 Pre 5 (Any and all releases are affected actually), this is a Monterey only issue and it appears it's Apple that broke it as other things like SDL and GLFW experience the issue too, they broke VSYNC on Mojave too but fixed it later, but since OpenGL has been deprecated for a while a fix isn't really expected GLFW Github Issue
