This feature is not included in the Bedrock version just yet . It is not a bug. You can vote for it on the feedback site.

Does your armour have mending too? If yes then take off the armour when trying to repair your tool.

I'm playing on the 1.16 Beta and this issue is really getting on my nerves. I didn't know what was happening at first so I kept replacing my minecarts thinking that it was not a bug but a feature. Quite a lot of my farms use hopper minecarts. I really hope this issue is fixed ASAP.
