I see what you mean, but this is not a bug, since it was intentionally added in 1.21.6. Because of that, this report will most likely be marked as work as intended or invalid. If you want to suggest an option to disable or tweak this, you can post it at https://feedback.minecraft.net/hc/en-us - that’s where Mojang reviews community suggestions. With enough votes, they might consider adding a toggle for it. (P.S: you can use a no fog texture pack to kind of revert this change)
