This is so hilariously specific. How did you just randomly decide to try this?
I am not a dev so i cant speak for them but i feel like the wobble was intentional based on how they walk. Hoewever, this is annoying and should be changed like you said.

This isnt a texture issue this is just because of your graphics settings either in game or your computer itself. If you have a NVIDIA GPU, go into the control panel and mess around with the settings.
