The Fortune bug is known but, I've never heard/seen anyone spawning under the bedrock.

That is very funny. I don’t believe it’s a bug though.
In Minecraft on the title screen, go to Settings > Profile and see if ‘Only allow trusted skins is off’. If it’s off, then all custom skins will look like Steve. So try turning it on if it isn’t and see if that’s the issue. If not, then I don’t know what is wrong unfortunately.
