I feel as though these enchantment changes weren't well illustrated to the community. Hell, most people thought it was a bug. Why weren't we told about this?
I should also add, this pickaxe isn't a super expensive one, either. It's got Efficiency 4, Fortune 3 and Unbreaking 3.
