Something I just found is that the XblAuthManager service needs to be running. In my case I'm running the BDS on Windows server 2019 and that service is not installed. If I can find a way to install it manually I'll test that. If you're running the BDS on a server OS that may be the issue. 2016 looks like its installed but disabled by default
