Same problem, I did a few tests and found out that if there is an illager patrol and you switch to peaceful, they will never spawn ever again even in hard mode, also if you don't kill them and they go away, they might never spawn again. Maybe the game has a limit on how many patrols are allowed and it thinks there still is a patrol?
