I have downloaded and attached the test world, "Test 2", I was using on the server last.
I don't believe it is related to the world, but to the server, as I have tried to download our main world before and import it into my local worlds, and when I do that, it works fine to upgrade using the smithing table.

I have spend some time to test and verify this for you, was there an attempt to fix it or are you hoping that something changed so that it now works?
I tried downloading the newest server, 1.19.73.02, and start a new level, unfortunately the issue remains the same.
Can you please prioritize this bug? We are kind of stuck with diamond due to this issue and we don't want to waste valuable netherrite 😉 thank you!

The server is Linux based. The clients I have tested with are Win10, iOS and Android.
I am not using any mods, addons, resource or behavior packs, pure vanilla.
Edit: Just tested a brand new world on the dedicated server and it was also not working. I placed a Smithing table on the tree I spawned in and added a Diamond Sword and the Netherite Ingots, and it is the same result.
Unfortunately not, I tried investigating everything related to itemstacknetmanager, but I was not able to find anything useful, so that I could enable/disable it.
I found the MCPE-155946 which was similar and should have fixed it, but maybe not for dedicated servers?

I seem to have resolved the issue.
Usually when I update the server, I mostly just copy over the "bedrock_server" file, as to not overwrite my other files, such as permissions.json and server.properties, but I tried extracting everything, replacing all server files. I then copied in my backup of the two mentioned files and started the server.
Then it worked! I am unaware if this is something from the config folder, or some other folder/file, but it works now.
Thank you and sorry that I am unable to determine the specific cause, but I hope this can help the other people experiencing this bug.
