Ya I was going to report the same issue as well, I have try to set up spawning environment in lush caves and yes nothing spawn other than the glow squid, no fish as well
My version is also MCPE 1.17.42, and open experimental function for 1.18 in realm. Please checkkk

Huh, is this new rule? It work fine in 1.16.100 tho... And tbh there is no bed, is a trade center...
