Minecraft fills in seed numbers for you if you just do "-1" such as the seed FINAL where the seed is actually 66898262 but FINAL works just as well. In short Minecraft substitutes numbers for you, Im pretty sure though that putting "-1" will give you the same seed every time!

no texture packs are involved, I actually found this because I was trying to play a game on a server, this issue happens in any world I join and I have no texture packs, I've also made sure it wasn't a setting option.
