i created a new world and tried again and posted a picture
TMI has a wide torch spawner. If you delete the mod it will spawn sand everywhere.
It happened to me to.
The "feed it in the mouth" trick didn't work.
You want to make us need a pickaxe to break glass?
The issue here is that it can be broken in adventure mode, not that it dosen't have an assigned tool.
That is 100% intentional. It is supposed to be able to do that.
