It was a useful way to trick players before 1.13, since regular and enchanted golden apples had the same name. If the player enchants a regular golden apple before 1.13 via commands, then regular and enchanted apples have the same name and appearance. The regular golden apple was disguised as an enchanted apple.
Mathematically speaking:
3 blocks - 4 stairs
6 blocks - 8 stairs
Do this in both PC and PE editions. Minecraft stairs are like copycats.
Fix in 1.21.20 full release
