Well, I am unsure if there are any other steps to take. However the case may be that it may not happen for everyone, that is really my only guess. Just to reiterate, I simply put an enchantment on my pickaxe that costed 30 xp, while I myself had 33 xp or so, and after enchanting, I still had the same amount remaining.
