How do you give potions now in 1.9?

/give @p potion 1 8194 {CustomPotionEffects:[{Id:1,Amplifier:0,Duration:600}],display:{Name:"Special Potion"}}

Thats not the problem we just added that for no reason the problem is using the give command to give any potion type no matter what if try to give a fire resistance to my self it still does missing texture
