I'm having the same exact problem, added a screenshot of the problem.
Two villagers next to each other full inventory of carrots, they try to breed but then fail and it seems they consume the carrots, which then creates another weird loop where they will only throw the carrots at each other indefinatly, so far no breed even tho they are only 2 villagers and there are 6+ beds.
