This continues to be a problem in Java edition 1.14.2. If you save to main menu immediately then return to the world, the horse reappears. However, if you dismount and let the horse disappear, then go to bed, the horse is still missing on waking up - and from then, logging off and returning does not return the horse, effectively making it lost forever.
