I am also having a similar issue. I had purchased a few worlds and skins and purchases did not transfer from microsoft profile to my tablet. (skins, worlds, purchases, minecraft coins would not load on profile.) reload screen shows for profile characters worlds, skins, etc do not show as purchased in minecraft marketplace. purchases were made on a different tablet after selecting to link purchases to account (not tablet)
have a similar tablet where purchases did roll over to profile. same model and version.

troubleshooting steps:
restarted table to see if it would load. it would not.
deleted minecraft and re-downloaded and installed
renamed internal storage/games/com.mojang to mojang.old (to recreate the game content)
deleted old content logs
deleted old profile log information
restarted tablet
issue seems to still persist
