Same issue, but mine were even in the overworld in boats, completely surrounded by blocks, with multiple walls and rooms between the boat allays and the portal. The allays broke free from the boats when entering the nether and had to be put back into the boats after returning to the overworld.

I'm on XBox Series S. Bedrock v1.19.10
