I want to share my experience fighting and overcoming this bug.
when i would click the play button, the green bar at the bottom would show that it was downloading, and would then stop and throw a error that it had failed to download ancestry.ogg . if i would try to play minecraft again, then the error message would switch to not being able to find java.
first, i removed the runtime folder from the /program files (x86)/minecraft launcher folder and put it somewhere safe. i tried again and the same pattern of errors would occur.
next, i pasted the url from the error message into my browser and downloaded the file. i then pasted it into the folder described in the error message.
upon trying again, a new error message appeared, this time for a different song, left_to_bloom.ogg . i repeated the process of downloading the file.
i moved the runtime folder back where it belongs and tried it again, and this time, the downloading process went smoothly and minecraft opened, much to my relief and delight. i don't think the order of these things was important, and moving the runtime folder likely didn't do anything. however, i included that information for the sake of completeness in case it actually did something.
