I have found a clue that may help resolve this issue quicker. I have two identical Samsung Galaxy A9 Android 14 tablets that have been factory reset, one has received the September 1, 2024 security patch while the other hasn't.
Tablet 1 (July 1, 2024 Patch): I can install Minecraft from Google Play Tablet 2 (September 1, 2024 Patch): Google Play says that the tablet is incompatible
Both tablets are: Android 14 One UI 6.1 Kernel version 5.10.198-android12-9-28698995
The only difference between the two tablets are these security patches:
