Can confirm this happens to me too, win 10, java edition, no mods/packs, will try to make a video too

Solved on my computer - I paused DeepGuard in F-Secure and the problem stopped! Was able to reproduce by restarting the game with DeepGuard on again (game is slow) and then pausing it again - "Saving world" only flashes briefly and game flows as it should!
