This issue will potentially wreak havoc for users who upgrade their world to the new size without creating a backup world unless rectified soon

This is the same issue I had. Chain commands blocks after impulse or repeating command blocks have stopped working after the recent update, and only when they are removed and replaced is the problem solved
The steps to replicate this problem are as follows (the map I am using is too big to upload to Jira, but can be downloaded from BlockCoaster's website here: https://www.blockcoasters.com/our-maps/communitycreations/maps. The map in question is the Mountain Springs Theme Park map, a map which uses many command blocks):
1) Before loading the game, set gamemode to creative, and ensure cheats are enabled.
2) Load the world
3) Set your gamemode to creative
4) Run the following command: "tp @s 110 59 554 facing 113 59 554". This will teleport you to a dark room containing the command blocks. You may wish to give yourself night vision or use a sea lantern.
5) Directly in front of you will be a cross-like shape made up on three command blocks and a redstone block at the bottom, with another command block in the middle. The command block in the middle currently has a playanimation command programmed into it, however no matter which command this is changed to (I tried with the say command), this command block will not function, even if redstone is passed directly into it. This also means that none of the other command blocks which are chained to this command block will run either.

[media]This same bug appears in various other locations in various other maps which also contain command blocks, and for some strange reason only seems to affect the first (impulse) command block in a chain of command blocks.
The problem seems to be solvable by destroying the command block and then replacing it.
Please can someone confirm this has been noted
