I am having the same issue. This is getting insane. After taking the time and learning how to do basic coding, creating my own behavior pack, and finally getting it to load on a local world; my spirits are crushed when i cannot load it into a realm. i have completely and utterly failed to find anything to fix this issue. Mojang say themselves that realms support custom behavior packs, so why is this still an issue? There are reports of this issue that go back 2-3 years! Please Mojang, either fix these issues, or I am going to have to cancel my membership. I don't think it's too much to ask for you to deliver a product that works as you advertise.
P.S. Also, a response would be nice. There are an excessive number of posts without any responses from Mojang for sometimes months, if they ever get a response at all.
UPDATE: After quite a bit of thought, the only way that i could think of to get my behavior packs to be playable with other players, I just opened a world with the behavior packs and invited them to the local world. This is the only solution that ive found
