Experiencing this issue since 2018, my 15 inch MacBook Pro from 2018 macOS Monterey (i7 2.6 HHz, 16Gb Ram & Radeon Pro 560x)
I just tried 1.18.2 The issue still persist, I have wipe my computer once, removed Minecraft and even tried most of the previous release of Minecraft.
Using my work MacBook Pro from 2019 macOS Monterey (i9, 32GB Ram) There is no visual staggering and it works just fine. I hope this can help.
