I am not sure if this is resolved. I am experiencing a similar issue and can upload the world, if desired. I do not think it is a duplicate of the nether portal issue, as I'm not using nether portals at all during this – it's only while flying around in the overworld in spectator (can try creative, if needed).
I did exactly this – pregenerated a 16x16 region world and pruned the outside, but when I load in 1.18 (I started attempting this in pre2), it crashes somewhere around the coordinates X: -2000 Z: -4096
I can see some chunks generate in the spiral pattern, and eventually I hear my CPU spin down and the game just stops responding. No crash report or anything in the logs.

I found a workaround. Since the problem area is on the north border, I went underground in spectator and gradually worked my way north, and somehow that got past the issue. The are finally generated with smooth transition to my old world. Given the way it played out, I suspect there was some kind of logic conflict trying to smooth the terrain against old chunks whose underground (-64 to 0) had not rendered yet?
If nothing else, hopefully that helps someone who might run into the same issue. Please feel free to ping if anyone else stumbles across this and needs help/info/someone to talk to. 😃
