Having the same ?issue? on 1.20.2.  It is definitely related to the spawn area.  I can move/destroy/place blocks outside of the spawn area. Roughly 20 x 20 block area. 

Cannot break the crafting table, Sign on it, adjoining anvil and double chests in front of them all in one 2x2 square.
Server was started on 1.19.
Items aformentioned were there since 1.19.
Admin and user cannot break the items
