It is the most annoying when you have a slow connection, and you want to click a link on the page. When the header image loads, the link won't be at the same place anymore. This did not occur before the redesign

The screenshot you posted is not displayed correctly. It's also the character � instead of ®.
This issue is reproducible for:

Open Chrome DevTools and select the Network tab. Disable cache and select throttling to Slow 4G. Reload the page. Observe the fact that the page is pushed down when the image loads.
