Confirmed Fixed in 1.16.20.50 beta, thank you for addressing this issue.  

If this is not a bug, than all ink farms using this method will be broken going forward.  They are still able to spawn in 1.14.6 under the same conditions.

I got the same problem, but only in survival in a older village.

 

I try in a creative world in a new village (a 1.14.3 village) and it worked well.
