after some research. I found a resolution
backup all your server files
setup a new server or clean up you existing server by removing all files from the 1.11
upload Vanilla 1.12 ziip to the server, unzip the package
update the server.perperties file with the contents from your server backup
startup the new 1.12 vanilla server
test access to this new server
shutdown server
upload all the contents in the worlds directory to the new server from your backup
startup the server again
you might need to grant the OP's to these users once they log into the server the first time
