this is the preset I first encountered this on:
minecraft:bedrock,230*minecraft:stone,5*minecraft:dirt,minecraft:grass_block;minecraft:flower_forest
all I did was modify the Tunneler's Dream preset's biome.
The world you have there doesn't have any of the world decorations, when I make one with the above preset, I get a proper flat flower_forest biome, just with no animals at all.
[media]I can confirm this for one of my Realm players. This appears to happen in the Feed as well, and I will be testing on my own device later today. Attached is an image sent to me by the affected player.

Can confirm this on Windows 10.
Steps I did to reproduce:
1. Generated one Locator Map and made a copy
2. Built two wooden pillars surrounded by Orange, and Blue Concrete to act as beacons.
3. Placed one map in an item frame on the Blue pillar, observed that the pointer was where it should be.
4. Placed one map in an item frame on the Orange pillar, observed that the original Blue pointer had vanished, and been replaced with one at the Orange pillar.
Opinion: This sucks, can't use Maps for waypoints until this is fixed.

I've had this happen when playing on a server in 1.8. Are you online? Plus reproducing the bug is key, and I can't figure out what causes it, maybe you've had more luck than I have?
I did as you suggested and tried changing my DNS settings- I changed from the default ones my ISP assigns to Cloudflare's 1.1.1.1 DNS, After a full restart and ensuring the new DNS is being utilized, the issues are still occurring.
If this is a network issue it's a very peculiar one as I've tried it on my home network as well as mobile hotspot.
Attached is a recording of my terminal running the vanilla server and attempting to whitelist a few different people, after that fails I run a command to show the DNS server being utilized, just to confirm I'm using the right one, and finally I tried again with a cURL request, which failed as well.
