There are no add-ons—this is a completely vanilla bedrock server running on Ubuntu 22.04.3. I do have the TrueRealism HD texture pack (

), but I don’t believe it is related because on my wife's computer, her client does the same thing, and she does not use any texture packs or anything else.

So to answer your question, the issue persists even with no texture pack. We are both running on ARM Windows 11.

This also happens when going from nether to OW, on two different portals in my dedicated server (v1.20.15 running on Ubuntu 22.04.3).
