i can reproduce the problem with the following steps.

setup:

  1. create new creative world with seed -8013799900780587992

  2. set view distance to 2, the minimum

  3. set simulation distance to 5, the minimum

  4. show server health debug screen with F3+2

  5. run:  /execute in the_nether run execute positioned -912 129 -144 run tp @s ~ ~ ~-16 0.0 0.0

  6. walk at least one chunk south

  7. observe as the single player server stops responding

  8. while the client can continue without the server, the game must eventually be forcibly closed

players can work around the issue by making frequent backups, adjusting the simulation/view distance to avoid "bad chunks", and restoring the world whenever the server freezes.  forcibly closing the game can result in data loss or corruption, so restoring from backup should be preferred.

 

antivirus is windows defender, though i'm sure this is a different issue.
