The first of may is a holiday in Sweden. The people working at Mojang are enjoying some time off. That's also why the snapshot was released one day in advance, on wednesday, April 30th. This bug will hopefully get fixed on friday.
Until then, downgrading seems like the best option.
@Blah: This bug is not about placing item frames. It's about rendering item frames in the world. So this also affects users with existing worlds with item frames in them. As soon as the world loads it crashes the game. The only way to play such worlds, is to downgrade.
