Having the same issue, spotted wolves are not spawning after several hours of searching in every savannas biomes. (Bedrock edition on PS5)
Yes, I tried in every game difficulties and in every different savannas biomes. Also, it seems like the issue happens in Taiga biomes as well... (still on Bedrock edition PS5)
