it is because the second stair you placed is actually facing the way you placed it in the first place, although it looks not. it's just that the "shape" is different, so the last stair "connects" to the second stair, meaning that it will become a corner stair. If you want to fix this, just rotate the second stair counterclockwise and it should fix the problem.
